Sikat Saka

The DA Sikat Saka Program is a project of the Department of Agriculture in support of its Foods Staples Sufficiency Program. This is in partnership with the Land Bank of the Philippines (LANDBANK) to provide credit assistance to small palay and corn farmers for their production activities/projects. DA agencies, together with the Irrigators’  Association,  will provide support to farmers such as extension, administrative services, assured market, and irrigation.

Sikat Saka Program (SSP)

The Sikat Saka Program is an integrated financing program jointly implemented by the Department of Agriculture and Land Bank of the Philippines. The program aims to help more palay and corn farmers access timely, adequate, and affordable production credit and improve the viability of agricultural production by ensuring availability of irrigation services, extension, links to markets and providing a favorable economic environment.

Eligible Farmer Borrowers

• Owns between ½ hectare and 5 hectares of irrigated land with a clean land title or other documentary proof of ownership to be turned over to LANDBANK for safekeeping

• Must be a member in good standing of an irrigators’ association

• Must have no existing loan for palay/corn production

• Must have a purchase order from the National Food Authority

• Must sign a promissory note for the amount he borrows

• Must authorize the IA to manage his farm as remedial measure in case of non-payment of a loan after one year, to be returned to him after the loan has been paid

• Must attend a seminar on financial education

Eligible Service Conduits

• Irrigators AssociationMust be in good standing as certified by NIA or Municipal Agriculturist if the IA is supervised by the LGU

• Small Water Impounding Stem Associations (SWISA)Must be in good standing as certified by the Bureau of Soils and Water Management (BSWM)

Loan Purpose

• Palay and corn production

Interest Rate

• 15% per annum (inclusive of all other finance charges)

• Declining interest rates for borrowers who establish a good credit standing

• In the first 2 cropping cycles, the interest rate will be pegged at 15% which will be reduced by 1% every succeeding cycle starting from the 3rd cycle onward until it is reduced to 9% per annum.
