    ILOILO (ILO) Travel Guidelines

    Travel Permission

    • MECQ: June 16 – 30, 2021

    • Allowed*

    • Learn more about Eligible Passengers for Domestic Travel

    • Iloilo City will be placed under MECQ from June 16-30, 2021.

    • The entire Province of Iloilo will be placed under MECQ until June 30, 2021.

    Reminders

    • In compliance with the travel restrictions of the Province of Iloilo, passengers bound for Iloilo must take note of the following flight schedules:

      • Iloilo City residents may take any of the daily Manila-Iloilo flights.

      • Iloilo Province residents will be accommodated every Monday (25 passengers per flight), Wednesday (75 passengers per flight), and Friday (25 passengers per flight).

      • Guimaras Province residents will be accommodated every Friday (5 passengers per flight).

      • There are no passenger restrictions on Iloilo to Manila flights.

    • Register travel through https://s-pass.ph

    Iloilo City

    All passengers traveling to Iloilo City

    Effective April 11, 2021, ALL passengers traveling to Iloilo City shall comply with the following:

    • All passengers bound to Iloilo City must utilize the S-PaSS system prior to travel and may be accessed through https://spass.ph/

    • Passengers will be required to upload the soft/scanned copies of their pre-travel requirements. Once verified, they will be furnished a QR Code indicating the local government’s approval of their travel to Iloilo City.

    • Passengers shall ensure to secure a copy of the QR Code, whether soft or hard copy of the same which shall be presented for scanning upon their arrival at the ports of entry of Iloilo City.

    • Obtain a Travel Coordination Permit (TCP) through the S-PaSS Travel Management System by submitting the following requirements:

    • ILOILO CITY RESIDENTS AND/OR THOSE STAYING WITH ILOILO CITY RESIDENTS

      • Obtain Certificate of Residency from their respective Barangays in Iloilo City
    • NON-RESIDENTS OF ILOILO CITY

      • Copy of hotel or accommodation establishment booking
    • APOR (staying in Iloilo for not more than 24 hours)

      • Negative RT-PCR (OPS / NPS) Test Result showing that the date of specimen extraction was made not more than three (3) days prior to the date of travel

        • Exemption: APORs in National Government Agencies and their attached agencies
      • Identification Card

      • Travel Order

      • Travel Itinerary

      • Must pass symptom-screening at ports of entry and exit

      • Accomplish official business in Iloilo City within twenty-four (24) hours from arrival.

        • APORs traveling for medical purposes must secure a certification from a physician, hospital or medically qualified healthcare provider indicating the medical services/procedures to be rendered for said APOR. Said certification must likewise contain the details pertaining to the schedule/appointment if said APOR with the physician, hospital, or medically qualified healthcare provider.
    • ALL OTHER INDIVIDUALS ARRIVING IN ILOILO CITY (LSIs, ROFs, APORs staying in Iloilo City for more than twenty-four (24) hours, and Persons on Non-essential Travel / Tourists traveling to Iloilo City)

      • Upon arrival in Iloilo City, passengers shall be subject to NPS/OPS RT-PCR Testing at the airport.

      • After the RT-PCR testing, individuals must observe strict self-quarantine until a negative RT-PCR test result is issued. The self-quarantine may be observed in either the following: at home, at hotels/accommodation establishments, or at the government quarantine facilities.

      • Individuals who are confirmed COVID-19 positive shall comply with the instructions of local health authorities.

    Iloilo Province

      APOR (Authorized Persons Outside of 
      Residence)

    • APORS shall not be required negative RT-PCR result for travel to the Province

    • Shall only be allowed entry if they are asymptomatic.

    • Shall be examined for COVID-19 symptoms upon arrival, and those found with symptoms shall be admitted in the appropriate facility for isolation/quarantine and treatment; provided that those without symptoms shall be free to proceed to their destinations and travel within the Province.

    • Shall be subject to health protocols and quarantine measures administered by the receiving agency/office/establishment/ facility in the Province.

    • APORs from the national government agencies and other government offices/corporations, shall be required to present travel order and travel itinerary.

    • Non-government APORs shall be required to present company / office travel order.

    • APORs shall be required to present any of the following valid government ID for entry to the Province:

      • Voter’s ID Card issued by the Commission on Elections (COMELEC)

      • Philippine Passport

      • Unified Multi-Purpose ID (UMID) Card

      • Postal ID Card

      • Tax identification Number (TIN) Card

      • Any government issued ID showing proof of residence


     Returning Residents

    • Returning Residents shall only be allowed entry if they are asymptomatic.

    • Shall be examined for symptoms upon arrival, and those found with COVID-19 symptoms shall be admitted in the appropriate facility for quarantine and treatment; provided that those found without symptoms shall be free to proceed to their destinations and travel within the province.

    • Valid government ID showing proof of residence, or their counterpart issued by a foreign government for returning Overseas Filipinos.

    • Notice of coordination (NOC) with the City/Municipality of destination shall be required

    • Negative RT-PCR test result issued not earlier than seventy-two (72) hours before travel to the province; provided that:

      • They shall be subject to health monitoring by their respective City/Municipal Health Officers and BHERTs for ten (10) days from arrival.

      • Those who develop symptoms within the ten (10)-day period, shall be admitted in the appropriate facility for quarantine and treatment until recovered.

      • The City/Municipal Mayors may administer adjusted health protocols and quarantine measures, in the interest of public safety and disease control and prevention.


      Non-Residents

    • Non-residents shall only be allowed entry of they are asymptomatic.

    • Shall be examined for symptoms upon arrival, and those found with COVID-19 symptoms shall be admitted in the appropriate facility for quarantine and treatment; provided that those found without symptoms shall be free to proceed to their destinations and travel within the province.

    • Negative RT-PCR test result issued not earlier than seventy-two (72) hours before travel to the province; provided that:

      • They shall be subject to health monitoring protocols and quarantine procedures implemented by the accommodation establishments (AEs), such as hotels, resorts, and pension houses where they shall stay.

      • Non-residents not staying in AEs shall be subject to health monitoring by the City/Municipal Health Officers and BHERTs of the LGU concerned for a period of ten (10) days, or for the duration of their stay.

      • Those who develop COVID-19 symptoms shall be admitted in the appropriate facility for isolation / quarantine and treatment until recovered.

      • The City/Municipal Mayors may administer adjusted health protocols and quarantine measures, in the interest of public safety and disease control and prevention.

    • Residents of Iloilo City, Bacolod City, Guimaras, Capiz, Antique, Aklan and Negros Occidental crossing borders to Iloilo Province coming form their respective LGUs, shall not be subject to the health protocols and quarantine measures for Non-Residents.

    Notes

    • The Safe, Swift and Smart Passage (S-PaSS) Travel management System of the DOST shall be adopted as the one-stop-shop software application for travelers. The S-PaSS shall be administered by the Provincial Civil defense Operations Center (ProCiD OpCen).

    Guimaras

    ROF (Returning Overseas Filipinos) / LSI (Locally Stranded Individuals) / Visiting Persons

    • Recent Negative RT-PCR Test Result shall be required prior to the individual’s entry into the province, which test must be conducted not later than three (3) days before the date of travel

    • ROFs, LSIs and visiting persons who cannot comply with the requirement shall be denied entry into the province unless:

      • They can submit a recent (not more than three days from the day the test was conducted) RT-PCR negative result; or.

      • They have stayed outside the province but within Region VI for a period of at least 14 days prior his/her entry into the province.

    • Those who have illegally entered the province coming from outside Region VI, aside from cases that will be filed against them, shall be sent back outside the province and shall not be allowed entry except if:

      • They can submit a recent (not more than three days from the day the test was conducted) RT-PCR negative result; or.

      • They have stayed outside the province but within Region VI for a period of at least 14 days prior his/her entry into the province.

    • Expenses for the RT-PCR and other incidental expenses shall be borne by the ROFs, LSIs, and visiting persons.

    • All passengers shall no longer be required to undergo quarantine. However, the following shall be denied entry:

    • Those who are positive for COVID-19

    • Individuals with symptoms referable to COVID-19 unless supported by a medical certificate that he/she is not a COVID-19 case or a negative RT-PCR result, provided however that the symptomatic individual will be subjected to the quarantine period of the provincial government


      APOR (Authorized Persons Outside of 
      Residence)

     National Government Agencies and their attached Agencies

    • Identification Card

    • Travel Order

    • Travel Itinerary

    • Must undergo the screening protocols imposed by the provincial government
